Iam giving my opinion on this question.He is 14 year old boy.Your responsibility is to take care of him for survival, and emotional needs.His responsibility is to focus on personal growth, and building the right carrer for him.
Now he is wanting to get married.Now ask him the questions why he wants to get married now? how many years he was in relationship with this girl?is the girl agreed with his proposal?
Then let him answer those questions.After he has answered those questions Analyze his answers.
1.If the girl agreed, and he was in a relationship, and not he wants to marry him, make him understand “okay you will marry her,but in future when you fully stable, and after the age of 21.
2.In this case you should not interfere his personal choices like relationship, career,if both love each other, then let them being together,but remind him to not keep with her physical contact,he will only keep it when the relationship is truly fixed, and both family members agrees.
3.Only keep your opinions, not let him forced.If he doesn't listen to your heart, then connect with him deeply, and understand what she actually wants?, you can talk with the girl he loves, just ask him, and if he agrees then talk to this girl.
4.Listen carefully, and know his desire, and needs.
You can only try to fulfill his needs,but can't fulfill his desire.Make sure he should stick with the rules, and understand the consequences after making his decision.First ask him the what consequences will happen, and and give your perspective opinion.
5.At last directly tell him,it's not the age to marry,if he does then it will be illegal, and you are not responsible for this, then let his choice.You can also tell about this to the girl he loves and want to marry.
6.If you want to punish him, then punish him with not talking him for a 2 days, and if he will not listen then you will not talk with him, just notify that to him.
